The supervisory board of “Elektromreža Srbije” (Serbian transmission system operator) (hereinafter: “EMS”) has adopted, and the Serbian Regulatory Agency for Energy has approved, Rules for Allocation of Cross-border Transmission Capacities in the period between 1 January 2014 and 31 December 2014 (“Rules”). The Rules came into force on 21 November 2013.
The Rules apply to the allocation of 50% of cross-border transmission capacities at unilateral auctions in the course of 2014.
The most significant changes in the allocation procedure pertain to (i) transfer of allocated capacities and (ii) usage of information system.
Transfer of capacities allocated in the annual and monthly allocation procedures is now fully automated and is performed via the DAMAS information system, without any prior approval by EMS. However, EMS is entitled to cancel the transfer in case the transferor has any outstanding financial obligations towards EMS in respect of the transferred capacities. Therefore, the transferee is advised to check with EMS the existence of such financial obligations of the transferor prior to the transfer.
The usage of the DAMAS information system has been extended to allocation of intraday capacities.
