The Government of Serbia published on 13 June 2025 a decree abolishing the Decree on the Criteria for Granting Incentives to Employers Hiring Foreign Experts Relocating to Serbia.
The abolished decree provided for subsidies to Serbia-based employers (companies, entrepreneurs, Serbian branches and representative offices of foreign companies) for hiring on a full-time indefinite-term employment contract basis the non-resident experts relocating to Serbia. The subsidy consisted of a partial refund of payroll tax and full refund of social security contributions on the salaries paid to such employees. This subsidy is no longer available as of 21 June 2025.
The official explanation for this move cited a steady increase in the number of employers applying for the subsidy, which made it difficult to adequately budget the necessary funds in the coming years.
The other type of incentive for employers who hire employees relocating to Serbia, in the form of a 70% reduction of the basis for calculation of the payroll tax and social security contributions, remains in place.
