BDK Advokati contributed to the 2024 edition of the Chambers’ Global Practice Guide on Gaming Law. The Montenegrin chapter was authored by Luka Popović, senior partner, and Milana Savović, junior associate.
The chapter includes notable regulatory updates introduced during 2024, such as stricter technical requirements and updated guidelines for online gambling platforms It also details a new taxation model for online operations that introduced a variable concession on gross gaming revenue, as well as new rules on funding player accounts, which restricted payments to bank cards or transactions at physical premises and effectively prohibited the use of third-party vouchers or similar instruments. For land-based casinos, the changes include increased fixed and variable concession fees. Additionally, the adoption of new anti-money laundering legislation has imposed stricter compliance obligations on gambling operators.
