The Montenegrin chapter provides a comprehensive overview of the amendments introduced to the gambling framework by the new Games of Chance Act, which entered into force on 14 August 2025. Key changes include transition from the concession-based model to a licensing system, increase of financial obligations for operators, and the establishment of a state-owned lottery with exclusive rights to offer lottery games. New legislation also strengthens player protection, introduces stricter measures to prevent underage gambling, and imposes tighter advertising restrictions, marking a major step toward a more regulated and responsible gaming environment.
